Rent Assessment Committees (RAC) are independent bodies appointed by the UK government to assess fair market rent levels for residential properties within the private rented sector. The purpose of RACs is to ensure that landlords are not charging excessive rents while also ensuring that tenants are not paying more than market value. The scope of RACs covers determining the level of rent, considering appeals to rent levels set by landlords, and providing guidance to landlords and tenants on the setting of rent levels. RACs are responsible for making decisions on rent levels in accordance with the relevant legislation, regulations and guidance. They consider applications for rent reviews as well as appeals against rent levels set by landlords, and aim to reach a decision that is fair and equitable for both parties. RACs also provide advice to landlords and tenants on issues such as tenancy agreements, rent arrears, and the setting of rent levels.
