The Habitual Residence Test (HRT) is a UK Government policy used to determine the eligibility of a person for social housing and other benefits. It is applied to people who have recently arrived from outside the UK, or who have lived in the UK for a period of time but have not established a permanent residence. The purpose of the HRT is to ensure that people who are not habitually resident in the UK do not have access to social housing and other benefits provided by the UK Government.
The scope of the HRT includes determining whether a person has been living in the UK for a sufficient amount of time to be considered habitually resident, and whether they have established a permanent residence in the UK. The HRT also considers factors such as employment, financial resources, education, family ties, and any other factors that may indicate whether a person has established a permanent residence in the UK. The HRT does not consider the nationality of the individual.
