Pardon. Difficult to see what the legal responsibility SHOULD be? It either is or it isn’t. This reads more like a moral treatise than fact based on law

As Adam says tbis article does not answer the question. Forget the morals; does one have legal responsibility – yes or know.

Yhe state/social services bear at least some responsibility?

Nobody is legally responsible for the care or the financial maintenance of their parents in the United Kingdom. There are no filial responsibility laws. Any legal responsibility lies with local authorities and the NHS.
